  The project was original planned for a Ritz-Carlton hotel, because of the political delays, the brand was changed to InterContinental, which the company, Farlogy, also own another InterContinental Property in Kaohsiung.

  Originally the project was designed by reknowned Pritzker Prize laureate, Fumihiko Maki, and planned to open in 2011. The project was delayed for years for variety of reasons. Second version was designeed by dutch firm, MVRDV, named by a Hong Kong Company, which later got questioned for its relation with the Chinese Government.
